The lender responds to an inspector or appraiser noting an unsafe or inadequate system, and typically requires it addressed before funding.

A house can pass inspection and still fail at the insurance stage. On electrical systems that happens more than on almost anything else.
The panels that cause problems
Certain older panel types have attracted long-standing concerns within the industry and among insurers regarding breaker performance. Whether every unit is defective is genuinely debated. What is not debated is how inspectors, insurers and buyers respond when they see one.
The names that come up most often on older Oklahoma housing are Federal Pacific Electric Stab-Lok, Zinsco and Sylvania-Zinsco, and to a lesser extent certain Challenger panels. If you have one, you will find the brand name inside the panel door or on the cover.
What tends to happen in practice: the inspector flags it, the report recommends evaluation or replacement by a licensed electrician, the insurer asks about it at quote, and some carriers decline. Whether the specific unit in your house is dangerous is a question for an electrician. Whether it affects your sale is not really in dispute.
Fuse boxes
Still present in a meaningful number of older houses across Midtown Tulsa, Sapulpa and Muskogee. A properly functioning fuse box is not automatically unsafe, and it is almost always inadequate for modern demand, and many insurers will not write a policy on a house with one.
Insufficient service capacity
Older houses were built for older loads. Sixty amp service was standard on a great deal of pre-1960s housing and is inadequate for a modern household with central air, electric appliances and multiple circuits added over the years.
An inspector will note it. A buyer planning to add a heat pump or an EV charger will care about it a great deal.
The wiring types that cause problems
Knob and tube
The earliest residential wiring system, found in surviving runs in the oldest Midtown Tulsa housing and in the historic pockets. It has no ground conductor, the insulation embrittles with age, and it was never designed for modern loads.
Many insurers will not write a policy on a house with active knob and tube, and partial runs surviving behind walls after a partial rewire are common and easy to miss until an inspector finds them.
Aluminium branch circuit wiring
Used in residential branch circuits during a period in the 1960s and 1970s, and a substantial amount of Oklahoma housing dates from exactly then. The concern is connections rather than the wire itself: aluminium expands and contracts differently to copper, and connections can loosen over time.
There are recognised remediation approaches involving specific connectors at devices and junctions, carried out by a licensed electrician, which are considerably cheaper than a full rewire. Insurers vary in whether they accept remediation or want replacement, so ask before committing to an approach.
Note the distinction: aluminium service entrance and feeder cable is normal and not the same issue. An electrician can tell you which you have in minutes.
Ungrounded two prong outlets
Common in pre-1960s housing. Not usually a deal breaker on its own, and it appears in reports and it matters for anybody plugging in modern electronics.
The other findings that appear constantly
- Missing GFCI protection in kitchens, bathrooms, garages and outdoors
- Missing AFCI protection where current standards would expect it
- Double tapped breakers, where two conductors share a breaker designed for one
- Oversized breakers protecting undersized wire, which is a genuine hazard rather than a paperwork item
- Open splices outside a junction box, frequently in attics and crawl spaces
- Amateur work from an unpermitted addition or a converted garage, covered in our article on unpermitted work
- No main disconnect, or a panel in a prohibited location such as a clothes closet
- Rust or water staining inside the panel, which is more serious than it looks

What a panel upgrade actually involves
More than swapping a box, which is why quotes surprise people.
- A licensed electrician assesses the existing service, the load and the condition of what is there
- A permit is obtained, and this matters at sale because the permit record is what proves the work was done properly
- The utility coordinates a disconnect and reconnect, which is a scheduling item outside the electrician's control
- The panel, and frequently the service entrance conductors, meter base and grounding system, are replaced
- Circuits are transferred and labelled
- Inspection by the authority having jurisdiction
Cost varies with capacity, whether the service entrance and meter base also need replacing, whether the panel is being relocated, and whether any circuits need remedial work once opened up. Get more than one quote and ask each what is included.
Should you upgrade before selling?
Our interest is obvious, so here is the arithmetic.
Where it makes sense
- It is the only significant problem and the house is otherwise sound and financeable
- Insurance is the obstacle. If carriers are declining the house, no financed buyer can complete, and no amount of price reduction fixes that
- You are in a higher value part of the metro, so the spend is a smaller fraction of the sale price
- A permit record will exist afterwards, which is worth real money because it proves the work rather than asserting it
Where it usually does not
- The house has several other significant problems, so the upgrade does not make it financeable
- You are in a lower value market where the same spend sits against a lower ceiling
- You would be borrowing to fund it
- You have a deadline that a permit, a utility coordination and an inspection cannot fit inside
The insurance point is the one that changes the calculation most often. A condition problem that reduces the price is a negotiation. A condition that means no buyer can insure the property is not.
