County Inspections handles building, electrical, zoning, mechanical and plumbing permits and floodplain management for unincorporated Tulsa County, listed on the county's services page.
They operate a Recording Notification Service. This is the free-standing best precaution against somebody recording a fraudulent instrument against your property, and it is offered by the office itself. There is a recording requirement most sellers have never heard of. The Clerk states that as of 1 November 2023, under title 60, section 121 of the Oklahoma Statutes, all deeds presented for recording must have an affidavit complying with that section attached as an exhibit, and that the form is available on the Oklahoma Attorney General's website or in the forms section of the Clerk's own site. If you are preparing a deed yourself, that is the sort of detail that sends you home again.
One practical note: the Clerk's online land record search requires a subscription. LOCCAT, their map-based application, combines Clerk, Assessor and Treasurer records in one place and is linked from their site.

Utilities. Activating, transferring or shutting off city utilities is one of the tasks listed on the City's I want to page, which is the fastest route to most City services.
Inside Tulsa city limits, planning cases go to the City. Outside them but still in Tulsa County, they go to INCOG, whose Planning Services department administers zoning and land development for the unincorporated areas.

The practical consequence: an address that has a Tulsa postal address is not necessarily inside the city limits. If you are told to contact the City and they tell you it is not theirs, that is the line you have crossed, and INCOG is the next call.
